Thus, there is a fundamental aspect which could be learnt from South Korea, and could be applied in Indonesia; that is “Human Resources”. In addition, Indonesia is as the fourth highest population density in the world[1] has abundant human resources from its territory, but those are not developed well. The human resources are still lack of quality and awareness about the importance of the ocean for their living. They just consider ocean only by its beauty or a place to earn their living, without knowing how to manage these resources.
Indonesia’s Human Resources needs to be developed for the purpose of enhancing Indonesia’s Maritime and making Indonesia being the best Maritime power like South Korea. According to Oxford Dictionary, Human Resources have two meanings, they are :“(1) People’s skills and abilities, seen as something a company, an organization, and etc; (2) The department in a company that deals with employing and training people”[2].From those definitions, it can be concluded that Human Resources is a very important aspect whether in developing an organization or building a company; and it is related to people’s specialty in developing a new idea. This aspect is very fundamental because by enhancing our Human Resources aspect will help Indonesia’s Maritime sector developing and afterward will help Indonesia’s income increasing.
Moreover, this paper will only focus on a method for developing human resources that we can learn from South Korea is “Research”. This method is very useful to develop the Indonesia’s Maritime human resources because it is adapted from one of the best university focus in Maritime sector, in South Korea[3].According to Oxford dictionary, “Research” means “a careful study of a subject, especially in order to discover new facts or information about something[4].”From that definition, it shows that research’s purpose is to find a new idea through many ways such as interview, observation, and etc.
This method can be applied in Indonesia’s Maritime schools because these schools are directly related to the marine aspect in Indonesia. The students as the Indonesia’s future human resources need to know how to do an interview and presentation properly, so they will not get surprised if they have to compete with other students from another country with this kind of task. Additionally, this method can be applied in any subject for the needs of improving Indonesia’s Maritime sector. Take an example in a defense subject, each student has to do a simple research for their writing project toward Indonesia’s defense in Maritime. The students are divided into several groups, and then each group will be sent into several places which are the main base of each Maritime defense’s place in Indonesia. Next, each group has to do some research by seeing activities in that place. After they obtain information needed for their writing project, they can support their statements from any relevant sources.
If this is done individually, the students can do the research from a film documentary mandated by the teacher. The film documentary could be anything related to Maritime’s defense aspect. By looking the video precisely and thoroughly, the students can grasp a lot of information from the video, and then the students can make research questions before they do their writing project. Thus, this part of research activity can be developed into a higher level that will be presented in the next section.
The previous writing task activity can be developed into interview and presentation activities. Then, how to conduct this learning activity? For instance (in a defense subject), after the students finish their writing project, the writing that they have done and consisted of their research questions will be the base for their interview. From the writing project’s result, they can continue to the interview project to obtain more information about Indonesia’s Maritime defense. This interview project had ever been done when the author was still in a college, and it was succeed. In conducting the interview, it is a teacher responsibility to have cooperation with the headmaster of the Maritime schools to invite an expert related to Maritime defense to be the students’ source. This interview project can be done in one day. Each group would have an opportunity to ask three major important questions related to their writing project to the interviewee. After, the interview project is done, and then each group has a new task to make a presentation from the information obtained from the writing until the interview project. In doing the presentation project, each group will have the same time’s amount to present their project, feedback and answers-questions section will be done after each group presenting, and done by the students themselves. The result from these continuous projects can enhance students’ ability in doing a proper interview and presentation without forgetting the basic of their study.
Moreover, if the interview project is done individually, the students can do the interview to certain person related to their previous writing project. For instance (a tourism subject), the students can interview people who are related with tourism. After they gain the information from the interview that supports their writing project, they will do the presentation and will be done individually, too. This is similar to the group section, where each student has the same time’s amount to present, and answers-questions section. This activity might only be a basic activity, but this small important step will enhance Indonesia’s human resources in the Maritime sector; because these students will be ready if they are going to abroad or get an opportunity in student exchange among countries, and they will be ready when they have to work for Indonesia’s government in Maritime sector. Furthermore, this learning activity will be continued into the final project having a relation with the research project that is observation (problem-solving).
The students will be sent to its main island of each Maritime’s base in a group (4 to 6 members). This final project also must be approved by the Indonesian’s government because this final project is directly related to their results in helping Indonesia to be a better Maritime Nation. The students will not only do the observation, but also do the interview; and collect the data they find. The students have to take a look thoroughly toward every single thing that they see, and have to be in detail when doing the interview. The students should be able to notice what some occasions happen in that place. They should be able to notice problems in that area, and what the impacts for all the living things and society in that area are. Moreover, the students should be able to find the best solutions for those problems based on their own ideas. From this final concept, students and the Indonesian’s government will recognize what aspects need to be improved for the need of Indonesia’s Maritime sector; starting from its place that has been observed; which are related to the Maritime sector; and further Indonesia is able to achieve their visions and missions to be the best Maritime power like South Korea.
Furthermore, those steps also need to be supported by sending the students going abroad to achieve a higher education level. Nowadays, Indonesia has been doing a good relation with many developed countries related to scholarships, including South Korea. Then, it is needed to be emphasized that Indonesia has to cooperate with universities which have a good background in the Maritime’s sector or universities related to Maritime’s sector. The result is the students can learn and experience directly from those universities. These scholarships are not only limited for students coming from the Maritime’s schools, but also students studying subjects related to the Maritime’s sector, such as technology, science, economy, language and literature, education, and/or any background field support the sustainability of Indonesia’s human resources in the Maritime’s sector.
Additionally, the government needs to prepare the students well before sending them to go abroad. Preparing the students’ language’s ability is not only in English language, but also another language where they will be living in. For example, if the students will be sent to South Korea or Japan, they also need to learn the basic language of its country, but still the major one is English. Learning both languages is needed because these languages will give the students more benefits, such as they can learn the subjects easily and they also can adapt in the society where they will be living in. After the students get trainings from a university where they study, they have to contribute their knowledge for enhancing Indonesia’s Maritime resources, by giving training in Indonesia’s Maritime or working in Indonesia’s Marine place. The feedback is related to the focus study that they have learnt.
Moreover, those things will not be achieved well, if it is not also supported by the teachers or educators who also have an important role in improving Indonesia’s human resources. Teachers who ever study abroad related to Maritime aspect like defense, tourism, language, export –import, and etc, should teach in Maritime schools in Indonesia, at least two years, the place where they teach will be rotating in those years term, so that every student whether in big or small cities obtains an equal portion of learning.
This essay has already discussed the points from the background and history about ‘Majapahit’ era until the reign is changed into the new government era; how Indonesia faced the globalization era; and Indonesia has to deal in improving the most important sector (Maritime sector) that has been neglected for a long time. In enhancing this Maritime sector, Indonesia has to learn from South Korea especially in Human Resources aspect, and what the outcomes for Indonesia’s development are. To conclude, cooperation from many elements in Indonesia (citizens, government, professional organization, and etc) are essentially needed for the realization of Indonesia to become the great Maritime Nation like South Korea, without neglecting cooperation among countries with a great maritime
